Great news but can't see him staying the whole season, he's got to be the ultimate supersub for WSB, Laverty is already injured

That is entirely possible, just depends on what it is Haga wants out of this season. "Subbing" isn't going to win him a championship and Nori's time is running out. Winning the BSB title, (provided of course, that he does), will stand him in good stead for a decent ride in WSBK in 2013, for what would be his last attempt at winning the championship.
Moreover, MSVR will be contributing to his wages and they certainly will not want to see their "star" attraction leaving the series on a whim, to sub for whoever comes calling. Time will tell, but I think he's here to try and win it...

Why was his performace so bad last year I wonder? He had a pretty decent bike, but seemed to be uncompetitive on it, coming last of the three Aprilia riders.

Unless he gets his head together I can't see him being that competitve, especially on a bunch of circuits he's never seen before. As has been shown with wildcard entries over the years, the BSB boys are pretty well up there with the WSB at the UK circuits.
